About this opportunity

Ada County is seeking a qualified consultant to update its Multi-Hazard Mitigation Plan (MHMP) through a competitive Request for Proposal (RFP 26020) process. The project will require the selected consultant to facilitate a comprehensive update of the county's hazard mitigation plan, integrating it with other local and federal hazard mitigation programs, including the Community Rating System, Flood Mitigation Assistance Grant program, and ensuring compliance with Idaho Department of Lands requirements for a County Wildfire Protection Plan. The consultant must demonstrate specialized expertise in hazard mitigation planning, with a specific focus on Ada County's unique risk exposures. The project will be conducted in five distinct phases: organizing and reviewing existing materials, updating risk assessment using HAZUS 7.1 analysis, conducting public engagement through at least three public meetings, assembling the updated plan with jurisdictional annex workshops, and obtaining plan adoption. Proposal submissions are due by 4:00 p.m. local time on January 6, 2026, with the Board of Commissioners award meeting scheduled for January 20, 2026. The evaluation will be based on a 100-point system, considering compliance with RFP requirements (10 points), project approach (30 points), governmental experience (20 points), references and service quality (10 points), and anticipated costs (30 points), with potential additional presentation and interview scoring up to 50 points.

The contract is entirely funded through federal monies from the State Homeland Security Program, specifically federal awards from FEMA and the U.S. Department of Homeland Security. While no specific set-aside designations are mentioned, proposers must meet several key requirements, including maintaining $2,000,000 professional liability insurance, complying with federal grant requirements, obtaining a Unique Entity Identification Number, and registering with SAM.gov prior to contract execution. The consultant must be licensed to do business in Idaho. The total contract value is limited to $90,000, with payments structured in four equal 25% installments: upon contract execution, after completion of Phase 3 (public engagement), after completion of Phase 4 (plan assembly), and upon final FEMA approval of the project plan. The contract will run from January 2026 to August 2027, with funds flowing through the Idaho Office of Emergency Management as a subrecipient award. Potential proposers should note the strict compliance requirements, including adherence to the Byrd Anti-Lobbying Amendment, even though the contract value falls below the $100,000 threshold typically triggering this requirement.
