About this opportunity

The Commonwealth of Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) is soliciting proposals for a ten-year lease of approximately 5,600 usable square feet of classroom, laboratory, office, and secured outdoor training space for Quinsigamond Community College, with proposals due September 17, 2026 at 2:00 p.m. DCAMM will consider spaces ranging from 4,000 to 7,000 usable square feet located in Auburn, Boylston, Grafton, Holden, Leicester, Millbury, Paxton, Shrewsbury, West Boylston, or Worcester, Massachusetts.

The scope encompasses facilities to support the college's HVAC program, with detailed space allocations including a 2,500-square-foot lab, a 750-square-foot classroom, staff areas of 438 square feet, a tool cage and equipment storage totaling 550 square feet, support spaces of 563 square feet, and 500 square feet of secured outdoor training space with fenced area and concrete pads. The facility must accommodate 25 to 35 daily visitors and provide 25 general parking spaces and 5 reserved spaces. HVAC systems must maintain temperatures between 70–74°F in winter and 72–76°F in summer. Tenancy infrastructure includes 24/7 security monitoring, janitorial services, telecommunications compliant with Massachusetts Executive Office of Technology Services standards, and proximity to WRTA bus service or commuter rail. All landlord improvements and services must be provided on a turnkey, gross-lease basis including operating expenses and taxes.

The target occupancy date is January 1, 2027, or as soon as possible thereafter. The Commonwealth prefers a fully gross lease structure. Landlords must warrant that all hazardous substances are remediated before occupancy and ensure compliance with the Massachusetts State Building Code, ADA requirements, and Executive Order 594 decarbonization standards. Evaluation criteria emphasize location suitability, building conditions, accessibility, sustainability certifications (Energy Star, LEED, Passive House), Gateway Cities priority, environmental justice considerations, and sustainable space utilization. Proposals must include comprehensive annual rent figures for each lease year, verified CAD floor plans, property management details, and statements under oath regarding beneficial ownership, state tax compliance, and Executive Order 481 worker eligibility certification. DCAMM and QCC will conduct site visits for each proposal.
