About this opportunity
The Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) is requesting proposals for a ten-year lease of approximately 23,000 square feet of usable office space for the Department of Children and Families in Framingham, Marlborough, Southborough, or Westborough, with proposals due August 13, 2026 at 2:00 p.m. DCAMM will consider space ranging from 22,000 to 24,000 square feet.
The scope requires a fully gross lease rate encompassing all operating expenses, taxes, utilities, HVAC maintenance, janitorial services, building security, and landlord-provided systems furniture. The Space Allocation and Finish Schedule specifies approximately 23,700 usable square feet across 122 staff seats, including administrative offices, five social work clusters, client service interview and meeting rooms, a secure children's suite with laundry and shower facilities, records management, IT infrastructure space, wellness room, and conference areas. Detailed specifications govern workstations (height-adjustable tables 24 to 49 inches), flooring materials by area (carpet tile, VCT, LVT, ceramic), wall finishes (Sherwin Williams paint with scuff-resistant options), electrical and data infrastructure (CAT 6 cabling), card access controls, and security features including duress alarms in client-facing areas. Parking must include 115 general spaces (some 24/7/365), ADA-compliant accessible parking, 12 drop-off spaces, and electric vehicle charging stations. The site must be within 0.25 miles of public transportation offering at least hourly weekday service.
Evaluation criteria prioritize location suitability, building conditions, ADA accessibility compliance, and alignment with Commonwealth policy objectives including sustainability (Executive Order 594 compliance), environmental justice, Gateway Cities investment, and inclusive design principles. Historic properties receive first consideration under Massachusetts General Law. Target occupancy is May 2027 or as soon thereafter as possible. Site visits will be conducted by DCAMM and the User Agency following initial proposal evaluation. DCAMM reserves the right to accept proposals not meeting all RFP requirements, reject all proposals, waive portions for all proposers, request best and final offers, and negotiate with one or more proposers. Landlords must provide executed Recognition, Non-Disturbance, and Attornment (RNDA) and Subordination, Non-Disturbance, and Attornment (SNDA) agreements and certify compliance with Executive Order 481 regarding immigration verification for workers.
