About this opportunity

The State of Nevada, Department of Administration Purchasing Division, on behalf of the Department of Health and Human Services, Division of Health Care Financing and Policy, has issued a Request for Proposal (RFP) seeking qualified vendors to provide actuarial services to support the Nevada Medicaid Program and the Nevada Check Up (CHIP) Program. The selected vendor will be responsible for developing actuarially sound capitated rates for Medicaid Managed Care Organizations, verifying provider data, reviewing financial statements, and providing consulting services. The contract is anticipated to have an initial term of four years with the option of an additional two-year extension. The scope of work includes detailed requirements across areas such as rate setting, waiver support, data management, risk adjustment, and risk mitigation strategies. Vendors are required to submit comprehensive cost proposals outlining their annual budgets for each scope area, as well as hourly rates for potential ad-hoc services. The state has several Medicaid waivers in place that may require vendor support, and is open to considering additional waivers in the future. The selected vendor will be expected to work collaboratively with the incumbent actuarial firm during the transition period. The deadline for submitting proposals is July 17, 2019 at 2:00 PM Pacific Time, and the state anticipates awarding the contract on or about October 8, 2019, pending approval by the Nevada Board of Examiners, with a contract start date of January 1, 2020.

The state has indicated its intent to award the contract to Mercer Health & Benefits LLC. The proposals submitted are currently confidential until the contract is awarded, at which time the evaluation scores and proposals will be posted on NevadaEPro.com. The contract will not be effective until approved by the Nevada State Board of Examiners. The state encourages interested parties to register on NevadaEPro.com to receive future solicitation notifications. No other set-aside designations, restrictions, or budget information is provided in the given materials.
