About this opportunity

The Texas Health and Human Services Commission is requesting bids on active treatment consumables for Richmond State Supported Living Center under IFB HHS0017821, with responses due August 17, 2026 at 10:30 a.m. Central Time. Questions were due August 10, 2026, with responses posted as an addendum on August 11, 2026.

The scope comprises ten line items of craft supplies and recreational equipment—including plastic flower pots, painting kits, wooden birdhouses, flower wreath craft kits, crayola crayons, karaoke tower, bowling equipment, and fadeless paper rolls in assorted colors—classified under NIGP Class 785-53. All items are requested in quantities of one unit each. Goods must be delivered to 2100 Preston Street, Richmond, Texas 77469 on an as-needed basis as requested by facility therapists, with a default delivery timeframe of 14 days after purchase order receipt unless otherwise stated. Bidders must submit pricing on an F.O.B. Destination basis with freight prepaid and included, or provide exact delivery costs separately.

The historical monetary value for similar goods during fiscal year 2025 ranged from $25,000 to $50,000, provided as a guideline only and not as a guarantee of volumes or compensation. The contract term runs from September 1, 2026 through August 31, 2027, with one one-year extension option at HHSC's sole discretion subject to funding availability. This is a blanket contract; additional products within the same general category may be ordered and quantities may increase or decrease based on program needs.

HHSC will award to the bidder offering best value based on meeting or exceeding requirements, delivery performance capability, and price—not necessarily lowest price. Pricing must be firm and fixed for the contract life, with all costs incorporated into unit rates. Price adjustments are permitted only at HHSC's discretion and may be correlated with the Consumer Price Index using the specified Bureau of Labor Statistics formula. Respondents' offers remain binding for 240 days from submission. Submission of a HUB Subcontracting Plan is encouraged but not required. Bidders may submit responses through the HHS Online Bid Room or in person at the PCS office, 1100 W. 49th Street, Austin, Texas, during office hours 8 a.m. to 5 p.m.
