About this opportunity

The Florida Department of Law Enforcement (FDLE) is announcing a statutorily mandated 15 business day advertisement for an intended single source procurement of annual maintenance, upgrades, and technical support services for the ACISS InSite System. This procurement encompasses software maintenance and support services for multiple integrated modules including Case Management, First Information Report (FIR), Tribal Access Program (TAP), Tips & Tasks, Gang, Fusion components, and an Enterprise Server License with Unlimited Concurrent Users. The contract term is scheduled to run from July 1, 2026, through June 30, 2027. The deadline for receipt of information regarding this single source procurement is March 23, 2026, following the posting date of March 2, 2026. As this is a single source procurement notice rather than a competitive bid, no formal bidders' conferences, site visits, or competitive evaluation criteria are applicable; however, the notice period serves to satisfy statutory requirements before FDLE may proceed with the procurement from the identified sole source vendor.

ACISS Systems, located at 2454 N McMullen Booth Rd Suite 700, Clearwater, Florida 33759, has been identified as the sole source vendor for this procurement due to its status as the proprietary developer of the InSite system, which was specifically developed for FDLE and the Florida Domestic Security and Counter-Terrorism Intelligence Center to fulfill functional requirements mandated by Florida Statute 943.0321. As the proprietary vendor, ACISS is the only source capable of providing the specialized maintenance, upgrades, and technical support necessary for this system that provides secured access to active intelligence and criminal investigative information for authorized law enforcement agencies across Florida. The estimated dollar amount for this procurement is $98,000.00 for the one-year contract period. Given the single source nature of this procurement, there are no set-asides for disadvantaged enterprises or restrictions limiting the types of organizations that may respond, as ACISS has been determined to be the only qualified source capable of delivering the required services. The InSite system's proprietary nature and its specific development to meet Florida statutory requirements create an inherent dependency on the original vendor for continued system maintenance and support.
