About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for software maintenance, upgrades, and technical support services for the ACISS InSite System. The procurement encompasses software maintenance and support services including Case Management, First Information Report (FIR), Tribal Access Program (TAP), Tips & Tasks, Gang, Fusion, and an Enterprise Server License with Unlimited Concurrent Users. The contract term runs from July 1, 2026, through June 30, 2027. The document was posted on March 2, 2026, with a deadline for receipt of information by March 23, 2026, allowing for the statutorily mandated 15 business day advertisement period. No bidders' conferences, site visits, or award dates are specified in this single source notice.
The estimated dollar amount for this procurement is $98,000.00. ACISS Systems, located at 2454 N McMullen Booth Rd Suite 700, Clearwater, Florida 33759, is identified as the sole source vendor. The justification for single source acquisition is that ACISS is the proprietary developer of the InSite system, which was specifically developed for FDLE and the Florida Domestic Security and Counter-Terrorism Intelligence Center to fulfill functional requirements mandated by Florida Statute 943.0321. As the proprietary vendor, ACISS is the only source capable of providing maintenance, upgrades, and technical support for this specialized system. The procurement supports FDLE's mission to promote public safety and strengthen domestic security by maintaining the InSite database, which provides secured access to active intelligence and criminal investigative information for authorized law enforcement agencies across Florida.
