About this opportunity
The Florida Department of Agriculture and Consumer Services, specifically the Division of Animal Industry located in Leon County, is pursuing a single-source procurement for system management software maintenance from Acclaim Systems, Inc. The procurement involves maintenance and product enhancements for the USALIMS (Laboratory Information Management System), which is part of the AgraGuard Suite software application. This specialized software supports administrative workflow in animal laboratories, managing data related to specimens, accessions, and test results. Acclaim Systems is the sole approved IT vendor certified by the National Agribusiness Technology Center to provide these services. The contract is set to run from the date of execution through June 30, 2026, with a posted advertisement date of May 19, 2025. Prospective vendors who believe they can provide comparable commodities or services must submit relevant information by June 10, 2025, to the designated contact person.
The procurement appears to be a non-competitive, single-source contract with no specific set-aside designations or restrictions on responding organizations. Acclaim Systems is positioned as the exclusive vendor due to its unique certification for maintaining the USALIMS software. The contract has an approximate initial value of $35,300.00, with a maximum potential spending amount of up to $100,000.00. The software supports critical functions of the Division of Animal Industry, including livestock disease control, eradication, diagnostic testing, and agricultural animal health management. The procurement process allows for potential vendors to challenge the single-source designation by providing alternative solution information by the June 10, 2025 deadline. If no viable alternatives are identified, the Department will proceed with posting its intent to enter an agreement with Acclaim Systems on the Vendor Information Portal, in accordance with Section 120.57(3) of Florida Statutes.
