Proposers must submit hard copy and electronic versions of their proposals including signed title pages, standard terms and conditions, specimen policy copies, exclusions lists, client references with at least three customers, certificates of insurance, and applicable licenses. The RFP was issued on February 24, 2026, with written questions due by March 10, 2026, and clarifications issued on March 17, 2026. Proposals are due by March 31, 2026 at 3:30 p.m. at the Louisa County Administration Building, Finance Department, 1 Woolfolk Avenue, Suite 304, Louisa, Virginia 23093. The contract period runs from July 1, 2026 through June 30, 2027 with four successive one-year renewal terms available upon mutual agreement.

The RFP contains no specific set-aside designations or restrictions limiting the types of organizations that may respond; however, all proposals must comply with the County of Louisa Standard Terms and Conditions without modification, and offerors are responsible for defending any claims related to proprietary information disclosure under Virginia Freedom of Information Act requirements. The solicitation is being conducted cooperatively in accordance with Virginia Public Procurement Act provisions 2.2-4304, allowing other public bodies to utilize any resulting contract at negotiated prices. The County reserves the right to award to more than one offeror and may request presentations from top-ranked proposers as part of the evaluation process. No incumbent vendors or current contractors are identified in the procurement documents, and no specific budget range or award value is disclosed in the available materials. Addendum 1, issued on March 17, 2026, clarifies and modifies terms of the original solicitation; proposers must acknowledge receipt of this addendum as part of their proposal submission to be considered responsive.
