About this opportunity

The Texas Education Agency (TEA) is conducting a Request for Proposal (RFP) numbered 701-25-016 for Accessible Instructional Materials (AIM) Outreach, seeking qualified respondents to provide digital instructional materials for students with print disabilities, including those with dyslexia, who receive educational services under IDEA or Section 504. The contractor will be required to deliver accessible instructional materials in digital audio and digital text formats through an online library at no cost to Local Educational Agencies (LEAs), campuses, and individual students. Key deliverables include comprehensive educational outreach to a minimum of ten LEAs monthly, professional development training with at least three events annually, and monthly reporting on program activities and effectiveness. The solicitation was published on December 3, 2025, with written questions due by December 10, 2025, and proposals due January 2, 2026, at 2:00 P.M. Central Time. TEA will evaluate proposals based on technical components, management capability, task and budget plan appropriateness, and innovation factors, with a total of 160 possible evaluation points.

The procurement includes a mandatory Historically Underutilized Business (HUB) subcontracting goal of 26.0% for minority-owned, woman-owned, and/or service-disabled veteran-owned businesses, requiring all contractors to submit a HUB Subcontracting Plan with good-faith documentation. Contractors must complete the HSP form, which provides multiple compliance pathways, including utilizing only Texas certified HUBs, mixing HUB and non-HUB vendors, or self-performing the entire contract. The contract term is set for five state fiscal years, with anticipated contract negotiations beginning in February 2026 and a projected start date of March 2026, subject to appropriation of funds by the Texas Legislature. TEA reserves the right to award one or more contracts or potentially not award any contract based on the evaluation. While no specific budget range is detailed, the contract will be funded through state appropriations authorized by the General Appropriations Act, and TEA will not award a separate indirect cost rate, instead requiring performance-based budgets tied to satisfactory deliverable completion.
