About this opportunity

The Iowa Department of Natural Resources is seeking a competitive quotation for a minor public improvement contract to construct ADA-compliant accessibility improvements at Viking Lake State Park in Montgomery County, Iowa. The procurement encompasses the design and construction of Portland cement concrete sidewalks, parking stalls, and fishing amenities across three distinct sites within the park, including a fishing jetty with an 8-foot-wide pier sidewalk, beach and lodge parking areas with two ADA van stalls, and boat ramp improvements with associated sidewalks. The project consists of 36 line items with estimated quantities including 130 tons of special backfill, 39 cubic yards of excavation, 70 square yards of reinforced PCC sidewalk, 36 square yards of reinforced PCC parking stalls, three fishing bump-outs, and miscellaneous site improvements. All work must strictly comply with 2010 ADA Standards and Iowa DOT Standard Specifications for Highway and Bridge Construction, Series 2023, with maximum cross slopes of 2 percent on sidewalks, maximum running slopes of 5 percent, and maximum slopes of 2 percent on parking stalls and access aisles. Bids must be submitted electronically to constructionbids@dnr.iowa.gov by 3:00 p.m. on May 28, 2026, with project completion required by October 30, 2026. Contractors must submit unit prices for each line item, with the lowest responsive and responsible bidder selected for award; the award will be made on a unit price basis. Pre-bid site visits are mandatory, as contractors must visit the site prior to bidding to inspect actual job conditions and verify all dimensions and conditions shown in the detailed plans provided.

No specific set-aside designations or disadvantaged enterprise restrictions are identified in the procurement documents. Contractors must maintain a performance bond equal to 100 percent of the contract price for contracts valued at $25,000 or more and carry liability and property damage insurance with minimum coverage of $250,000 per person and $250,000 per occurrence for public liability, plus $500,000 each occurrence for property damage. A NPDES Stormwater Discharge Permit (DNR General Permit No. 2) is required for any land-disturbing activity affecting one or more acres. The contractor shall provide a one-year warranty on all work from the date of final acceptance, and liquidated damages of $1,000 per calendar day will be assessed for work remaining incomplete after the October 30, 2026 deadline. Payment will be made within 30 days of receipt of approved payment requests, with the Department reserving the right to withhold up to 3 percent consistent with Iowa Code Chapter 573. No specific budget range or award value is provided in the bid documents; however, the contract threshold requiring a performance bond is $25,000 or greater. Technical questions should be directed to Zach Gunsolley, P.E., Southwest Iowa District Engineer, at 515-250-3713 or zach.gunsolley@dnr.iowa.gov, while procurement inquiries should be directed to Darin Galbraith, Procurement Specialist, at 515-344-0055 or constructionbids@dnr.iowa.gov.
