About this opportunity

Mt. San Antonio College is seeking qualified contractors to provide on-call access control system services through a Request for Qualifications (RFQ) for repairs, maintenance, new installations, and emergency response. The procurement specifically targets contractors experienced with the Vanderbilt SMS 7.0 Access Control System, with services required from September 2025 through August 2030. The college intends to create an on-call list of qualified firms and may award multiple contracts, with work assigned through individual Project Assignment Agreements. Proposal evaluation will be three-staged and scored across six criteria: proposal completeness (10 points), proposer experience (30 points), references (10 points), staffing and organization (10 points), proposed fees (25 points), and appropriate professional licenses and permits (15 points). Key dates include a mandatory pre-proposal meeting on June 26, 2025 at 1:30 pm, with electronic proposals due via OpenGov by July 30, 2025 at 2:00 pm. Contractors must demonstrate comprehensive capabilities in access control system services, including installation, repair, maintenance, and emergency response.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The college reserves the right to negotiate with firms, apportion requirements among multiple consultants, and potentially terminate the contract annually. No minimum amount of work is guaranteed, and contract awards may require Board of Trustees approval depending on project dollar amounts. While specific budget ranges are not detailed, the contract's five-year duration suggests potential for significant ongoing work. The procurement requires strict compliance with California Labor Code, including prevailing wage regulations, DIR registration, and adherence to apprenticeship standards. Contractors must maintain proper payroll records and meet specific financial and legal requirements, with potential penalties for non-compliance. The access control system work will be performed at Mt. San Antonio College, with the existing infrastructure being the Vanderbilt SMS 7.0 Access Control System that requires ongoing maintenance, repairs, and potential new installations.
