About this opportunity

The City of Ann Arbor Community Services/Parks and Recreation Department is requesting proposals for an access control solution for four dog parks—three permanent (Olsen, Broadway, Swift-Run) and one temporary/seasonal (Veterans Memorial Park)—with proposals due September 10, 2026 at 2:00 p.m. local time, and written questions due August 14, 2026 at 10:00 a.m. The City maintains 332 dog park licenses and seeks a system that functions outdoors, operates offline via cellular connectivity, provides real-time access monitoring, and scales for future park expansion.

The scope encompasses both software and hardware components to secure seven total gates across the four parks. The system must include management tools for city staff, and the contractor may need to modify existing chain-link fence entryways to accommodate the access-control hardware. The solution must be robust for outdoor use and adaptable as the program expands.

Proposals will be evaluated on a 100-point scale: Professional Qualifications (10 points), Past Involvement with Similar Projects (20 points), Proposed Work Plan (30 points), Outline of Requirements (20 points), and Fee Proposal (20 points). Fee proposals are opened only after initial evaluation of qualified submissions. Tentative interviews are scheduled for the week of September 28, 2026, with selection and negotiation anticipated in October 2026 and City Council authorization expected in November or December 2026.

The selected vendor must maintain $1 million per occurrence / $2 million aggregate general liability insurance and $1 million cyber liability coverage. Contractors must comply with the City's Living Wage Ordinance ($17.42 per hour with health benefits or $19.42 without) and Non-Discrimination Ordinance. The contractor is responsible for arranging necessary power infrastructure through DTE or installing solar panels with battery storage. All proposals must include compliance forms (Non-Discrimination Declaration, Living Wage Declaration, Vendor Conflict of Interest Disclosure) or risk disqualification. No pre-proposal meeting will be held.

Opportunity text

The City of Ann Arbor is seeking proposals from qualified vendors to implement an access control solution for three permanent dog parks located at Olsen, Broadway, and Swift-Run and one temporary/seasonal dog park located at Veterans Memorial Park. Securing these parks with controlled access will ensure that only dog owners who comply with city regulations are using these parks, both increasing compliance and decreasing potential risks and conflicts at the parks. There are seven (7) total openings/gates, broken down as follows: Swift Run = 1 park with 1 gate Broadway = 2 parks, each with one gate (2 gates total) Olson = 1 park with 2 gates Vets = 1 park with 2 gates All of the gates listed above will require access control. The ideal solution will include both software and hardware components, be robust enough to function outdoors and offline, and provide scalable management tools for city staff. Is it also important that the solution can adapt to an expanding program that may add additional parks in future years. The current gates are chain-link fences with lift-up latches. We understand that we may need to install something different for these entryways as part of this project.
