About this opportunity

Sussex County, New Jersey is requesting proposals for access control equipment, installation, maintenance, and repair services on an as-needed basis, with proposals due November 6, 2026. The Successful Respondent must be authorized and certified by Genetech to service and support the County's existing Genetech access control system—a sole-source infrastructure requirement—and must provide proof of current certification prior to contract award.

The scope encompasses furnishing, installation, programming, maintenance, repair, replacement, and expansion of access control systems including door hardware, electric strikes, magnetic locks, card and biometric readers, controllers, software, networking components, cabling, and accessories. Services include new installations, equipment upgrades, system expansions, database changes, cardholder setup, troubleshooting, preventative maintenance (inspection, testing, battery replacement, lock adjustments, software and firmware diagnostics, and operational testing), annual testing, firmware and software updates, remote and on-site support, and training. Emergency response is required twenty-four hours per day, seven days per week, with acknowledgment of all requests within thirty minutes and on-site arrival within two hours of initial notification unless otherwise authorized by the County. The contractor must maintain a continuously monitored twenty-four-hour telephone service.

The contract is structured as an as-needed, unit-price agreement with an estimated annual term of twelve months from award, renewable for one additional one-year period at submitted rates. All labor rates, unit prices, discounts, and markups must remain firm throughout the contract term with no fuel surcharges, mobilization charges, or additional fees unless specifically authorized in writing.

The Successful Respondent must comply with the New Jersey Prevailing Wage Act, maintain a valid Public Works Certificate from the New Jersey Department of Labor, and carry worker's compensation insurance ($1 million minimum), general liability insurance ($1 million per occurrence / $2 million aggregate), and automobile liability insurance ($2 million combined single limit), naming the County as an additional insured.

Award will be made to the lowest responsive and responsible respondent based on total evaluated price for Year One using estimated quantities; the County makes no guarantee regarding actual quantities and reserves the right to order more, less, or no quantities depending on operational needs and available funding.
