About this opportunity

Dane County, Wisconsin is requesting proposals for collection, transportation, and disposal services for hazardous waste generated at the Dane County Clean Sweep Program facility, with responses due December 2, 2026 at 2:00 p.m. via the County's eProcurement Portal. The anticipated contract term runs 2027–2031, comprising an initial three-year term (2027–2029) and two optional renewal years (2030–2031).

The scope requires acceptance and management of 32 hazardous waste streams—including oil-based paints, halogenated solvents, flammable liquids, acids, alkalines, pesticides, mercury-containing devices, PCB wastes, lab packs, and EPA-regulated materials—collected at the Dane County Landfill No. 2 (Rodefeld) facility in Madison. The County estimated approximately 605,000 pounds of materials in 2025 requiring packing, transportation, and recycling or disposal. Contractors must provide a minimum 48-foot shipping trailer for on-site waste accumulation on a drop-and-hook basis, conduct pickups every two to four weeks or within one week of notification of adequate quantities, perform a minimum of two annual satellite collection events, and provide yearly disposition reports. All pricing must be inclusive of labor, materials, equipment, shipping, insurance, lab packing, waste analysis, waste profiling, mobilization, demobilization, and annual staff training.

Mandatory requirements include licensing under Wisconsin DATCP ATCP 34 or payment of the maximum annual DATCP grant to Dane County (currently $66,000) and maintenance of Commercial General Liability ($5 million), Commercial Automobile ($1 million), Environmental Impairment Liability ($5 million), and Sudden & Accidental PCB Pollution ($1 million per occurrence / $5 million aggregate) insurance. Bidders must complete Attachment A, a Disposal Methods and Facilities Declaration specifying both primary and secondary disposal facilities for each waste category from a pre-approved facilities list.

Evaluation weights technical qualifications, company profile, capabilities, and staff qualifications at 65 points; cost at 20 points; and local vendor preference at up to 5 points. Questions are due November 12, 2026 at 4:00 p.m.
