About this opportunity
The Sacramento County Department of Transportation is soliciting bids for the AC Overlay Project SB1 2022 - Phase 4, a comprehensive roadway infrastructure improvement project. The procurement involves furnishing labor, materials, equipment, and services to complete pavement rehabilitation across multiple county roadways, including Andrea Boulevard, Daly Avenue, Walerga Road, and surrounding areas. Key deliverables include pavement grinding, roadway excavation, aggregate base installation, asphalt concrete overlay, traffic striping, signal modifications, and ADA curb ramp installations. Bidders must possess a General Engineering Contractor (Class A) license and be registered with the California Department of Industrial Relations. The project requires electronic bid submission through the Sacramento County Electronic Bidding Portal, with bids due on February 17, 2022, at 2:00 PM, and pre-bid questions accepted until February 4, 2022. Contractors must provide a bid guarantee of at least 10% of the total bid amount and comply with prevailing wage regulations. The project is funded through State Transportation Funding (SB1) and has a total estimated construction cost of $5,000,000, with a contract duration of 80 working days.
The contract does not explicitly outline specific set-aside designations for disadvantaged business enterprises. Insurance requirements are substantive, mandating $2 million in general liability coverage per occurrence, $4 million aggregate, and $2 million in automobile liability coverage. Contractors must obtain necessary encroachment permits from the City of Sacramento and Caltrans, and adhere to strict environmental and safety standards. The project includes comprehensive technical specifications for materials and construction methods, covering aspects such as asphalt concrete overlay, pavement reinforcing fabric, and traffic signal modifications at multiple intersections. While no incumbent vendors are specifically identified, the project involves improving existing infrastructure across various county roadways. The comprehensive bid package includes 39 line items covering diverse construction activities, providing flexibility for potential contractors. Successful bidders will be expected to integrate new pavement technologies and infrastructure improvements while maintaining strict compliance with county, state, and federal regulations.
