About this opportunity
The Sacramento County Community Services Department of Transportation is procuring a comprehensive pavement rehabilitation project known as the AC Overlay Project 2023 Phase A (Contract #4578), which involves infrastructure improvements across multiple roadway segments. The project requires a California Class A licensed contractor to provide all necessary labor, materials, and equipment to perform asphalt concrete overlay, cold planing, base repairs, shoulder backing, sidewalk ramp installations, curb and gutter replacements, and traffic striping. Specific roadways include 14th Avenue, 41st Avenue, Elkhorn Boulevard, Hazel Avenue, Renke Road, Simmerhorn Road, and Trujillo Way, with an estimated 17,850 tons of Type A asphalt and 6,750 tons of Asphalt Rubber Hot Mix-Gap Graded pavement to be installed. The bid submission is scheduled for February 16, 2023, at 2:00 PM through the Sacramento County Electronic Bidding Portal, with pre-bid questions due by February 3, 2023. Contractors must provide a bid guarantee of at least 10% of the total bid and comply with prevailing wage requirements and California Department of Industrial Relations registration.
The contract appears to have no specific set-aside designations for disadvantaged enterprises, though standard local government procurement protocols likely apply. Bidders must be fully compliant with the Iran Contracting Act and submit non-collusion declarations, with the county reserving the right to reject any or all bids. The estimated total project budget is $7,200,000, covering approximately 100 working days of construction with potential variations in actual work quantities at the county's discretion. The project will require performance and payment bonds, specific insurance coverages, and adherence to detailed material and installation specifications. Contractors will need to manage traffic flow, ensure environmental compliance, and meet quality control standards throughout the project. The work is funded through local government infrastructure resources and aims to improve roadway conditions and transportation infrastructure across various Sacramento County districts.
