About this opportunity

Frederick County, Virginia is requesting bids on Phase I of the Abrams Creek Trail project—approximately one mile of shared-use asphalt path, one pedestrian bridge crossing Abrams Creek, retaining walls, guardrail and fence installation, and a trailhead parking area with associated infrastructure—with bids due September 23, 2026 at 2:00 p.m. Bidders must be VDOT pre-qualified contractors holding a valid Virginia Contractor's license in the appropriate class; this is a decision-filtering requirement.

The scope encompasses 88 line items including mobilization, clearing and grubbing, earthwork, asphalt paving, drainage systems, signage, landscaping, and a pre-manufactured pedestrian bridge. The shared-use path is 10 feet wide.

The contract term is 425 calendar days from receipt of Notice to Proceed, with liquidated damages set at $600 per day for delays beyond the specified timeframe. The project is federally funded through Federal Highway Administration grants and subject to applicable federal requirements. A 5% bid bond is required; performance and payment bonds at 100% of contract price are required upon award. Contractors must carry general liability insurance with $1,000,000 combined single limits and $2,000,000 aggregate, plus workers' compensation coverage meeting Virginia statutory requirements. Payment terms are Net 45 days, with progress payments available for contracts exceeding 30 calendar days.

Bids will be awarded to the lowest responsive and responsible bidder based on total bid price. Bidders must provide three references for similar completed projects. A non-mandatory pre-bid conference is scheduled for August 25, 2026 at 9:00 a.m. at 1726 Woodstock Lane, Winchester, Virginia. Questions must be submitted in writing by 2:00 p.m. on September 9, 2026. Electronic submission through eVA is the preferred bid method. The County reserves the right to adjust project scope through change orders and to cancel or reject any or all bids.
