All pricing must be submitted as firm fixed-price lump-sum amounts on the Bid Schedule with unit prices for each bid item, including labor, materials, equipment, overhead, supervision, permits, and testing. Contractors must submit a phased traffic control plan, construction schedules using Critical Path Method format within 10 days of Notice to Proceed, and product substitutions with supporting documentation for Engineer approval. A non-mandatory pre-bid conference is scheduled for September 2, 2026 at 1:00 PM EST. Questions are due September 10, 2026 at 5:00 PM. Bid bonds are required if the bid price exceeds $100,000.
