Exhibit H - Special Provisions Summary
This document comprises the Special Provisions for the Abernathy Greenway Southside Improvement Project administered by the City of Sandy Springs in coordination with AtkinsRealis, the Georgia Department of Transportation, the City of Atlanta Department of Watershed Management, Fulton County Department of Public Works, and Georgia EPD. The Special Provisions establish mandatory compliance requirements across 24 specification sections addressing traffic control, unit pricing, product substitutions, project management, construction schedules, photography, submittal procedures, shop drawings, quality control, and erosion/pollution control. The traffic control specification (Section 150-0000) requires the contractor to submit a phased traffic control plan to the city for approval prior to construction commencement, maintain two-way traffic throughout the project, provide pedestrian safety measures 24 hours daily seven days weekly, maintain existing traffic signals and detection systems with replacements within 24 hours, and ensure all work conforms to the Manual on Uniform Traffic Control Devices (MUTCD) current edition. All traffic control costs, including signing, pavement markings, barricades, and flagging, are included in the lump sum bid. The contractor must maintain coordination with utility companies operating within project limits and comply with applicable state and local traffic safety requirements.
Contractors must submit construction schedules using Critical Path Method (CPM) format within 10 days of the Notice to Proceed, including Overall Project Schedules (OPS), Near Term Schedules (NTS), and Schedule of Values (SOV), with updates submitted monthly alongside progress payment requests. Product substitutions require submission using the designated form with supporting documentation including performance data, manufacturer information, cost analysis, and evidence of similar installations, subject to Engineer's written approval prior to installation. All submittals, including shop drawings and product data, must be prepared to scale showing field-verified dimensions and coordination requirements, submitted in PDF electronic format via e-Builder or approved project management software, and marked with the contractor's approval stamp prior to design team review. Quality control services must be provided by prequalified independent testing agencies complying with American Council of Independent Laboratories standards, with certified written reports submitted monthly to the owner's representative, contractor, and owner. Material certifications must warrant that all products are free of asbestos, PCBs, and other hazardous materials, with written certification required from manufacturers for any suspected materials. Construction photographs, including daily progress photos and monthly aerial imagery, must be submitted electronically in .jpg format with date and time markings and uploaded with monthly payment applications.
