About this opportunity

The Genesee County Land Bank Authority (GCLBA) is soliciting bids for Invitation for Bids #LB 25-001, a comprehensive environmental abatement and demolition project covering 96 structures in Flint and Genesee County, Michigan. The procurement encompasses environmental abatement, disposal of asbestos and hazardous materials, and complete demolition of 41 residential, 45 residential, and 10 commercial structures. Contractors must be pre-qualified and on GCLBA's Bidder's List to participate, with a mandatory pre-bid meeting scheduled for April 8, 2025, at 11:00 am via Microsoft Teams. Bid submissions are due on April 29, 2025, at 3:00 pm, with an anticipated Notice of Award on May 13, 2025, contract signing by May 20, 2025, and work commencement around May 27, 2025. The project requires comprehensive documentation, including detailed work plans, health and safety plans, and various certifications, with final-grade, seeding, and straw work mandated for completion by October 24, 2025.

The project is funded through multiple sources, including the Michigan Land Bank, Local Fiscal Recovery Fund (SLFRF)/American Rescue Plan Act (ARPA), Charles Stewart Mott Grant Funding, and Genesee County Treasurer and Land Bank Authority resources. As a federally funded activity, the procurement strongly encourages participation from Minority-Owned, Woman-Owned, and Disadvantaged Business Enterprises (MBE/WBE/DBE) and Section 3 business concerns. Contractors must comply with federal labor standards, including the Davis-Bacon Act and Copeland Anti-Kickback legislation, and meet specific insurance requirements and performance bonding obligations. Bidders are required to submit both hard and electronic copies of their proposals, with specific labeling requirements for submission envelopes. Additionally, contractors must complete a Disclosure of Environmental Violations form and certify they are not subject to active administrative consent orders with environmental regulatory agencies. While a specific budget range is not explicitly stated, the comprehensive nature of the project involving 96 structures suggests a substantial contract value focused on eliminating blight and preparing properties for potential future development or sale.
