About this opportunity
Abraham Baldwin Agricultural College (ABAC), a unit of the Board of Regents of the University System of Georgia, is requesting qualifications from general contractor firms to provide task order services for FY-2027, with qualifications due August 31, 2026 at 12:00 PM, interviews on September 9, 2026, and contract award by September 14, 2026.
Mandatory eligibility requirements include a Georgia Commercial General Contractor's license held for a minimum of five years, documented experience within the University System of Georgia, a company office within 100 miles of ABAC's campus, and proof of work authorization compliance. Firms must certify an Experience Modification Rate averaging less than 1.1 over three years and maintain sufficient bonding capacity, Builder's Risk Insurance, and compliance with Georgia Board of Regents insurance requirements. Certified Minority Business Enterprises are encouraged to apply.
The scope encompasses design services, cost estimates, value engineering recommendations, constructability reviews, and construction management for small construction projects including renovations and building repair and maintenance work at ABAC facilities. The selection committee will shortlist no more than five firms by September 2, 2026.
The contract is structured as a blanket order with an indefinite amount of task orders and a combined maximum not to exceed $1 million. The initial term is one year with possible extensions for up to four additional years upon mutual written agreement. Each task order will be negotiated based on actual costs plus a predetermined fee percentage with a Guaranteed Maximum Price and open-book process; fees must be submitted in a sealed envelope by the top three ranked firms following interviews. Performance and payment bonds equal to 100 percent will be required for any task order agreement exceeding $100,000.
Evaluation is qualifications-based under Georgia Code Title 50 Chapter 22, considering financial stability, personnel depth with renovation experience, project team resources, experience with state or regent projects, and task order contracting experience. ABAC reserves the right to select a maximum of three contractors and may reject all qualifications. Submissions should be sent to procurement@abac.edu.
