About this opportunity
The Florida Department of Transportation, Office of Information Systems, is conducting a single source procurement for AASHTOWare software and associated maintenance and support services for Leon County. The procurement encompasses a comprehensive suite of specialized transportation management modules, including Bridge Rating, Bridge Management Inspection, Pavement ME Design, Permit Route, Project Civil Rights & Labor/Field Interviewer, Project Mobile Inspector, Construction & Materials, Mobile Tester, Data Analytics, and Preconstruction functions. The Department has determined that AASHTO is the sole known vendor capable of providing this proprietary software suite and its associated maintenance and support services, as no other vendors or authorized distributors of AASHTOWare products exist, and no alternative sources can perform maintenance on this system. Prospective vendors must submit information regarding their ability to supply the requested services by 5:00 p.m. EST on Wednesday, June 3, 2026, to Jocelyn Moore, Office of Information Systems, either via email at CO.Purch@dot.state.fl.us or by mail to 605 Suwannee Street, MS 20, Tallahassee, FL 32399-0450. The procurement notice was posted on May 12, 2026, and will remain posted for a minimum of 15 business days in accordance with Florida Statutes section 287.057(3)(c), with legal review by the Office of General Counsel completed prior to posting.
This is a single source procurement with no specific set-aside designations for disadvantaged enterprises noted in the available documentation. AASHTO is identified as the known and only qualifying vendor for this specialized software acquisition. The procurement does not indicate restrictions on the types of organizations that may respond, though the specialized nature of AASHTOWare as proprietary software limits practical competition. No incumbent vendors or current contractors are identified in the procurement documentation. The estimated dollar amount for this single source purchase is $2,375,490.00 for a one-year term of service, representing the total contract value for the software licensing, maintenance, and support services required by the Department.
