About this opportunity
The Florida Department of Transportation (FDOT), specifically the Office of Information Systems, is pursuing a single-source procurement for AASHTOWare Software, targeting specialized transportation design and management tools. The procurement covers a comprehensive software suite including Bridge Rating, Bridge Management Inspection, Pavement ME Design, PermitRoute, Project Civil Rights & Labor/Field Interviewer, Project Mobile Inspector, Construction & Materials, Mobile Tester, Data Analytics, and Preconstruction software. This procurement is specifically for Leon County and will cover a one-year term from July 1, 2025, to June 30, 2026. Vendors interested in providing information about their capability to supply these services must submit their responses by 10:00 a.m. (EST) on Wednesday, June 25, 2025, to the specified email or mailing address. The procurement process follows section 120.57(3) of Florida Statutes, with FDOT reviewing potential vendor information to confirm the single-source nature of the procurement. The department will post its intended decision to enter a single-source purchase contract on the Vendor Information Portal after reviewing submitted information.
The procurement appears to be exclusively with AASHTO as the sole vendor, with no apparent set-aside designations or restrictions for disadvantaged enterprises mentioned in the documentation. The procurement specifically justifies the single-source approach by asserting that no other vendors or distributors can provide AASHTOWare software or perform maintenance on these specialized tools. The total estimated procurement value is $3,310,300.00, representing a significant investment in transportation-related software infrastructure. The primary contacts for this procurement are Taylor Saul, Sonya Webb, and Jocelyn Moore, who are located at the FDOT central office in Tallahassee, Florida. No existing infrastructure integration requirements are explicitly outlined, though the software suite appears designed to provide comprehensive transportation project management capabilities. The procurement emphasizes the unique effectiveness of AASHTOWare software for transportation design and project management, suggesting no viable alternative solutions exist in the marketplace.
