About this opportunity

The Florida Department of Transportation (FDOT) is seeking to procure AASHTOware PermitRoute, a cloud-based Software as a Service (SaaS) system for oversized/overweight vehicle permitting and routing services through a single-source procurement process. The contract covers a four-year term and will enable customers to apply for oversized vehicle permits, transfer permit application information, and facilitate permitting processes between public and Maintenance permitting offices. The system includes advanced features such as reporting capabilities, GIS mapping, and customized configurations and support. Key deliverables include integrating two existing permit systems to streamline operational costs and efficiency, with specific work phases for PAS beginning in March and OSP starting in August across fiscal years 2025-2027. The procurement notice was posted on February 27, 2025, with vendor information required to be submitted by 5:00 PM EST on March 20, 2025, to the specified email address in the posting.

The procurement appears to be a sole-source acquisition with AASHTO identified as the intended vendor, with no explicit mentions of set-aside designations or restrictions for disadvantaged enterprises. The system's unique value proposition includes specialized capabilities such as GIS & Restrictions, Bridge Analysis, System Integrations, Permit Types & Workflows, and customized support. AASHTO is positioned as uniquely capable of providing the required services, which justifies the single-source procurement approach. The estimated contract value is $3,951,250.00, structured across multiple fiscal years with specific service unit allocations. The procurement will be conducted in accordance with section 120.57(3) of Florida Statutes, with the Department reserving the right to review and confirm the single-source nature of the procurement based on information received from potential vendors.
