About this file
This is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Transportation (FDOT) for AASHTOware PermitRoute software. The procurement is for a cloud-based SaaS system that provides oversized/overweight (OS/OW) permitting and routing services, with the posting period running from February 27, 2025 to March 20, 2025. The contract term is for four years, and the system will enable customers to apply for oversized vehicle permits, transfer permit application information to the OVP system, and facilitate permitting processes between the public and Maintenance permitting offices. The system includes reporting features, GIS mapping capabilities, and customized configurations and support.
The estimated contract value is $3,951,250.00, with AASHTO identified as the intended sole source vendor. The justification for the single-source acquisition states that AASHTOware PermitRoute powered by ProMiles is uniquely positioned to provide the required services, including GIS & Restrictions, Bridge Analysis, System Integrations, Permit Types & Workflows, and customized support. The system will incorporate two existing permit systems to streamline costs and efficiency. The service unit breakdown is structured across fiscal years 2025-2027, with work on PAS beginning in March and OSP starting in August, distributed across multiple fiscal years.
