About this opportunity

The Utah Division of Purchasing has issued a Notice of Intent to Award a Contract for the AA26-1 Get Healthy Utah procurement through a non-standard procurement process. The solicitation suggests a direct award without competitive bidding, based on specific justifications including potential single-source procurement or significant transitional costs. The procurement appears to be related to a health initiative, with a Statement of Work (SOW) detailing specific project requirements. The contract opportunity was posted on July 29, 2025, with proposals due by August 5, 2025. The solicitation includes multiple supporting documents such as a Quote document, General Provisions, and a Part 8 Notice, which provide detailed requirements and procurement guidelines. Key evaluation considerations likely involve the justification for bypassing standard competitive procurement processes and alignment with Utah Procurement Code regulations.

While specific details about set-aside designations are not explicitly clear from the provided documents, the procurement appears to be structured with specific procedural exceptions. The procurement unit has submitted documentation claiming unique circumstances that warrant a direct contract award without standard competitive bidding. The contract seems to involve health-related services or initiatives, though precise budget ranges are not specified in the available documentation. The procurement process is being conducted under Utah state government auspices, with the Division of Purchasing overseeing the potential contract award. The attached documents, including the Claim of Business Confidentiality and Notice of No Award Part 8, suggest a complex procurement approach with multiple layers of administrative review and justification requirements.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
