About this opportunity

The New Mexico Higher Education Department is procuring clinical clerkship training enhancement and expansion services for medical students in New Mexico-based hospitals, clinics, and federally qualified healthcare centers under a sole-source procurement with Burrell College of Osteopathic Medicine, with proposals due July 5, 2026.

This is a sole-source award — no competitive bidding. Burrell College of Osteopathic Medicine, located at 3501 Arrowhead Drive in Las Cruces, New Mexico, is the only college of osteopathic medicine in the state and is justified as the sole source based on demonstrated expertise in designing and administering osteopathic medicine outreach programs targeting underserved Hispanic and Native American populations in rural areas, as well as existing diversity and cultural-awareness capabilities. The college received a prior sole-source award in FY25 for program development.

The scope encompasses clinical clerkship training for medical students under the supervision of practicing Doctors of Osteopathic Medicine in family medicine, emergency medicine, and surgical specialties; enhancement and expansion of graduate medical education and community health outreach programs; implementation of community-based outreach learning and preventative healthcare services in affiliation with existing community safety net health programs; and comprehensive annual reporting to NMHED with summaries due no later than June 30 of each year.

The contract value is $1.5 million for a 12-month term, funded through a New Mexico State Legislature appropriation to NMHED for FY27. Total program costs are not expected to exceed $3 million. The sole-source determination was posted June 3, 2026, following the required 30-calendar-day protest period, which has expired.
