This Invitation for Bid (IFB) No. 9TSC0103 requires a Laboratory Evaluation and Acceptance (LEA) certified contractor to perform comprehensive testing and inspection services for a new fire station construction project. The project involves building a standard two-engine fire station with 12 bedrooms, a Battalion Chief office, generator building, storage building, vehicle wash building, and trash enclosure, along with associated site improvements including grading, paving, utilities, retaining walls, and septic system infrastructure. The contract will commence upon Notice to Proceed (NTP), with an estimated start date of May 1, 2025, and is expected to last 24 calendar months. The contract includes an allowance of $40,000 for additional testing services, and the total contract amount will be determined upon award. Bidders must adhere to various state requirements, including prevailing wage regulations and small business participation goals. The procurement covers jurisdictions including San Diego County, San Diego City, Rancho San Diego CDP, and San Diego Country Estates CDP. Contractors will be required to comply with state restrictions on economic sanctions related to Russia and must be prepared to provide services on an as-needed basis, with the state paying only for authorized services actually rendered. No guaranteed minimum quantity of work is specified, indicating potential flexibility in project scope and deliverables. Interested bidders should carefully review all contract documents and prepare comprehensive proposals that demonstrate their capability to meet the rigorous testing and inspection requirements for this critical fire station infrastructure project.
