About this opportunity
The California Department of Forestry and Fire Protection (CAL FIRE) has issued Request for Offer (RFO) #9CA03199 to procure sack lunch services for firefighters and camp personnel during the 2016 fire season. The RFO seeks vendors to provide four distinct lunch types: Fire Line Lunch (Regular/Vegetarian), Base Camp Lunch (Regular), and Base Camp Admin Lunch (Regular/Vegetarian/Salad), with stringent nutritional requirements. Fire Line lunches must exceed 3000 calories, 480 grams of carbohydrates, and 82 grams of protein, while Base Camp lunches must exceed 1800 calories, and Admin lunches must exceed 600 calories. Vendors must submit comprehensive product descriptions, including nutritional details, packaging specifications, and ingredient information. The initial response deadline was May 13, 2016, with answers to vendor questions posted on Cal eProcure on April 29, 2016, and an anticipated Master List publication date of May 20, 2016. Evaluation criteria will focus on nutritional value, product specifications, and vendor capabilities to meet CAL FIRE's rigorous requirements.
The RFO is restricted to California-based vendors who are properly licensed to conduct business within the state, with subcontracting explicitly prohibited. Vendors must provide after-hours contact information and maintain 24/7 order acceptance and delivery capabilities, with a required delivery window of 24 hours from order placement. All lunches must be delivered via refrigerated vehicles with a three-day expiration date from manufacture. The final vendor list will be divided into North and South regions, with vendors ranked from lowest to highest cost. Payment terms are notably extended, potentially taking up to 75 days during declared fire season, with check being the default payment method and CAL-Card used when appropriate. While no specific award value was disclosed, the contract appears designed to establish a comprehensive vendor pool for emergency food service during fire seasons. Vendors must demonstrate the ability to provide diverse lunch options, including accommodations for dietary restrictions such as vegetarian meals, and maintain high standards of food quality and nutritional content.
Opportunity text
The RFO is directed at a defined group of Offerers that may have interest in becoming a supplier for the provision of sack lunches intended for consumption by line firefighters and camp personnel. This RFO will enable Offerers to reflect their interest, submit detailed product descriptions for different constituents of sack lunches, provide company information and identify their approach to successfully meet all the needs of this project. The purpose of this RFO is to obtain and gather information regarding nutritional value, complete product descriptions including package size and varieties, and ingredients specificity for each component of Fire Line and Camp Sack Lunches from all interested Offerers and service providers. This RFO also serves as a platform for Offerers to demonstrate how they plan to meet the stringent requirements listed in the attachments.
