About this opportunity

The Wyoming Department of Administration and Information, General Services Division, Procurement Section is requesting proposals on behalf of the Wyoming Department of Health, Behavioral Health Division for development, distribution, and evaluation of a state-level media campaign promoting the National 988 Suicide & Crisis Lifeline, with proposals due October 23, 2026 at 2:00 P.M. Mountain Time through the Public Purchase online bidding system.

The scope encompasses account management, campaign planning and creative production, media buying and placement, and federal reporting evaluation. Deliverables include strategic campaign approaches with portfolio examples for social media, traditional advertising, and physical assets (wallet cards, stickers, posters, magnets); quarterly reporting on campaign reach and targeted populations with comparisons between 988 demand and campaign presence; and all digital assets compliant with Section 508 of the Rehabilitation Act and Web Content Accessibility Guidelines 2.1 Level AA standards. The campaign must align with the Substance Abuse and Mental Health Services Administration (SAMHSA) 988 Partner Toolkit and national messaging framework. Proposers must build a minimum of three business days into project schedules for Agency review and feedback on each major deliverable stage.

The total funding available shall not exceed $219,730.00, with funding contingent upon federal allocations that may be reduced, eliminated, or increased. The Agency reserves the right to negotiate final contracted amounts and deliverables. Proposals exceeding the maximum funding amount will not be considered. The contract term extends through September 30, 2027, with potential extension for a total contract period not to exceed three years. Work is anticipated to begin in January 2027, with an initial campaign launch targeted for February 2027.

All proposals must include detailed cost justifications for hourly rates, commissions, account management, creative production, and media buying and placement. Evaluation will be conducted on a 1,150-point scale: cover sheet (50 points), organizational capacity and experience (150 points), project work plan (350 points), demonstration of work and quality (350 points), budget (150 points), contract exceptions (50 points), and cost analysis (50 points). Written questions are due October 6, 2026 at 2:00 P.M. Mountain Time. Tentative award date is November 2026.
