About this opportunity
Prince George's County, Maryland Department of Public Works and Transportation is requesting bids on repair and maintenance of stormwater management facilities throughout the county under IFB WS1815385036 (Contract 969-H (G)), with bids due September 23, 2026, at 11:59 p.m. Eastern time and public bid opening on September 24 at 10:00 a.m. Addendum No. 2 extended the original September 2 closing date; bidders must acknowledge receipt of both Addendum No. 1 and Addendum No. 2 with their submissions or risk being deemed non-responsive.
The solicitation mandates 50% County-Based Minority Business Enterprise (CBMBE) participation, with a minimum of 15% CBMBE participation and 50% County-based small business participation required — substantive set-aside constraints that filter eligibility. Contractors must demonstrate a minimum of five years' experience performing similar work.
Scope includes sediment excavation and removal (10,000 cubic yards on-site, 65,000 cubic yards off-site), dewatering structure repair and replacement, dam embankment repair, woody vegetation removal, access road restoration, chain link fencing installation (3,300 linear feet), turfgrass establishment (11,500 square yards), and other site restoration work across multiple locations. Prevailing wage rates apply throughout.
The estimated contract value is between $10 million and $15 million over an initial three-year term with options to extend for up to two additional one-year terms. Bid bonds equal to 5% of bid amount are required for bids exceeding $250,000; performance and payment bonds equal to 100% of contract price are required when initial contract price exceeds $100,000. The County reserves the right to adjust contract quantities up to 25% above the original contract price without renegotiating unit prices. Liquidated damages are assessed at $500 per calendar day for failure to complete work within the specified duration. Bids remain irrevocable for 180 days following closing. Award goes to the lowest responsive and responsible bidder meeting all requirements. An optional pre-bid conference was held July 29, 2026; the original question deadline was July 31, 2026.
