About this opportunity
The University of Southern Mississippi is announcing a proposed sole-source purchase of Instructure Canvas Cloud Catalog services, with objections due October 12, 2026 at 8:00 a.m. Central Time under Mississippi Code Section 31-7-13(C).
USM's REACH MS program—a six-person statewide professional-development initiative delivering training and coaching to K-12 educators—seeks renewal of Canvas as its learning management system for three years. The program currently hosts over 50 established training courses covering Positive Behavior Intervention Strategies, Social and Emotional Learning, Early Childhood Education, and specialized offerings for teachers of deaf and blind students. Canvas serves as the centralized platform for course materials, video recordings, resources, grading, participant communication, and performance reporting.
USM justifies the sole-source designation on operational grounds: the program selected Canvas five years ago when the University's main Canvas instance could not accommodate REACH MS users lacking USM email addresses. Migrating over 50 established courses to an alternative platform would be operationally infeasible and divert staff resources from direct coaching services. Additional factors include Canvas's widespread adoption among Mississippi educators—reducing participant learning curves—and its superior integration capabilities for third-party tools and applications, including support for the MS Hearing-Vision Project.
Instructure asserts in its sole-source letter that Canvas is a cloud-native platform with no viable alternatives, distinguishing it through auto-provisioning, seamless live updates without scheduled downtime, geographic data redundancy, and annual independent open security audits—capabilities Instructure claims are unique in the LMS market. All Canvas users operate on the current version, eliminating version-management complexity.
USM conducted pricing negotiations with Instructure between June and September 2026 across six virtual meetings and email correspondence, determining the proposed renewal amount reasonable and within budget. Any objecting party must submit written documentation to Director of Procurement & Contracts Jacob Cochran at bids@usm.edu; USM bears the burden of proof before the Public Procurement Review Board if objections are filed.
