About this opportunity

The City of Phoenix is requesting qualifications for engineering services supporting the 91st Avenue Wastewater Treatment Plant Process Control Pipeline Rehabilitation Program, with statements of qualifications due by 12:00 p.m. Phoenix time on September 18, 2026 through the City's Procurement Portal. This is a qualifications-based selection (RFQ) with no formal interviews; the City will select one to three teams for subsequent fee negotiation and City Council approval.

The 91st Avenue facility spans 560 acres with a treatment capacity of 230 million gallons per day and is located in Tolleson, Arizona. The scope encompasses condition assessment and updating of a previously completed assessment report, prioritization of rehabilitation and replacement recommendations, field reviews, design and construction document development, permitting, cost estimates, and construction administration and inspection services across multiple fiscal years and multiple design and construction packages coordinated with City staff and contractors.

Evaluation is weighted across seven criteria totaling 1,021 points: prime firm design experience (150 points), prime firm construction administration and inspection experience (150 points), key personnel and subconsultant design experience (125 points), key personnel and subconsultant construction administration and inspection experience (125 points), project understanding and approach (300 points), key personnel staffing information (150 points), and reference checks (21 points — up to 7 points per reference from three required references, each scored across business relationship, team consistency, problem-solving, schedule and budget adherence, work quality, innovation recommendations, and willingness to contract again).

Statements of Qualifications are limited to ten pages in PDF format with minimum 10-point font and must address all evaluation criteria. Three performance references must be submitted by 12:00 p.m. on September 18, 2026 to soq.referencechecks@phoenix.gov by the owner or owner's representative responsible for project oversight. The City expects to notify the selected team in early October 2026, with a scope meeting anticipated for early November 2026. A pre-submittal meeting is scheduled for 10:00 a.m. on September 9, 2026 (both in-person at City Hall and via Microsoft Teams). Selected consultants must maintain project records electronically using UNIFIER, the City's web-based project management database. The construction delivery method will utilize Job Order Contracting (JOC). All firms must be registered in the City's Vendor Management System prior to submission. Contact with City employees outside designated channels will result in disqualification.
