About this opportunity
The Illinois State Police seeks qualified vendors through an Invitation for Bid (IFB) for 911-Tower Light Replacements (Solicitation 26-AO/26-493, ISP-ADMIN-B-51161) at three radio tower locations across Illinois. The procurement involves the complete replacement of outdated incandescent lighting systems with new FAA-compliant LED obstruction lighting at towers in Metamora (330-foot Rohn 80 guyed tower), Pontiac (400-foot Rohn 80 guyed tower, built 2004), and Kingston (330-foot Rohn 80 guyed tower, built in the 1990s). Each installation requires removal of non-functional systems and installation of three FAA L-864/L-865 red flashing LED beacons with white LEDs for day operation, mounted controllers in NEMA 4X polycarbonate boxes, external photocells, and NEC-compliant cabling. Bidders must attend a mandatory site visit on April 21, 2026, at all three locations (Metamora at 10:00 AM, Pontiac at 12:00 PM, and Kingston at 3:00 PM), with failure to attend resulting in automatic disqualification. All work must be completed by August 15, 2026, with individual tower completion required within thirty calendar days of work start, and work hours restricted to 8:00 AM to 4:00 PM, Monday through Friday, unless otherwise approved. Qualified vendors must employ only OSHA-certified tower climbers with a minimum of three on-site during climbing operations, maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000, a $5,000,000 umbrella policy, and workers' compensation insurance as required by law, and provide daily photographic documentation and site security measures. The procurement requires electronic bid submission through the BidBuy system by April 29, 2026, with bids remaining firm for 90 days following opening, and awards will be made to the lowest priced responsive and responsible bidder with no bid or performance bonds required.
This procurement is not designated as a small business set-aside and is open to all qualified vendors; however, bidders may claim preferences under the Illinois Procurement Code, including Illinois Business Preference and Domestic Product Preference by submitting appropriate affidavits or product designations. Vendors must submit either an IPG Active Registered Vendor Disclosure (if registered in the Illinois Procurement Gateway) or a standard Vendor Disclosure form (formerly Forms A) certifying compliance with Illinois Procurement Code provisions, conflict-of-interest prohibitions, drug-free workplace requirements, equal employment opportunity, and various federal and state legal prohibitions. Vendors may also submit Business Enterprise Program or Veterans Small Business Program Utilization Plans if applicable to their business classification. All proposals must include the Offer to the State of Illinois form and required vendor disclosures, with failure to submit required documentation resulting in disqualification. Vendors may take exceptions to standard contract terms and conditions by submitting a redline version of the Standard Terms and Conditions with their offer, subject to State acceptance or rejection. A $15 administration fee will be deducted from the first payment for any awarded contract valued at $1,000 or more, and while no federal funding sources are currently identified, the resulting contract may be partially or fully funded with federal funds. The contract term runs from execution through August 15, 2026, with no renewal options specified, and prevailing wage requirements may apply depending on project classification.
