About this opportunity
The State of Maine Division of Purchases is requesting quotations for 9 x 12 business reply mail (BRM) envelopes for the Department of Health and Human Services, Division of Support Enforcement and Recovery (DSER) in Ellsworth, with quotations due July 24, 2012 at 2:00 p.m. local time via the Vendor Self Service (VSS) platform.
A price preference of up to 10% applies to vendors offering paper or paper products containing a minimum of 30% post-consumer recycled content that fall within 10% of the lowest responsive bid meeting all other specifications; bidders must explicitly disclose recycled content offerings in the comments section to be considered for this preference. Additionally, Maine's procurement policy permits a price premium of up to 4% above the lowest bid to achieve purchases of paper with 100% post-consumer recycled or certified virgin fiber content; acceptable certifications include FSC, SFI, ATFS, MLCP, and PEFC-affiliated entities. Bidders must specify recycled and certified fiber percentages, provide chain-of-custody certification, and identify all certification labels.
The scope covers 9" x 12" BRM envelopes pre-printed with DSER's Ellsworth address (17 Eastwood Lane, Ellsworth, ME 04605-9912) and compliant with U.S. Postal Service specifications, including Facing Identification Mark (FIM) and POSTNET barcode elements positioned for mail automation processing. The contract term is a maximum of three years, with the State Purchasing Director reserving the right to extend with contractor consent. Bids may include a cost overrun provision not to exceed 3% of the awarded amount. Delivery is FOB Destination with all transportation costs prepaid by the successful bidder. The State reserves the right to award based on lowest conforming price or best-value approach, increase or decrease quantities by up to 10%, and reject any or all quotations. Questions must be posted through the VSS Question and Answer link.
