About this file
This is an additional clauses document for a Maine state and local contract opportunity for 9 x 12 BRM Envelopes procured for the Department of Sender and Environmental Resources (DSER) in Ellsworth. The contract establishes the basic framework for envelope supply with a maximum contract period of three years, during which the State Purchasing Director reserves the right to extend the contract term beyond the initial expiration date with contractor consent.
The contract includes several key provisions governing pricing and vendor selection. Bids may include a cost overrun provision not to exceed 3% of the awarded amount. The State reserves the right to consider a vendor's past performance as a factor in contract award decisions. Additionally, vendors offering paper or paper products containing a minimum of 30% post-consumer recycled content that fall within 10% of the lowest responsive bid meeting all other specifications may receive a price preference of up to 10%; bidders must explicitly disclose their recycled content offerings in the comments section of their solicitation response to be considered for this preference.
