About this opportunity

The City of Indianapolis Department of Metropolitan Development is requesting proposals for the disposition and redevelopment of 834 E. Westfield Boulevard, the former Indianapolis Fire Department Station 32, a 0.48-acre to 0.67-acre property in the Broad Ripple neighborhood, with proposals due October 30, 2026.

The property is a one-and-a-half-story Tudor Revival structure originally constructed in 1922 with a 1994 addition, now vacant following relocation of fire operations in February 2026. The building is listed on the National Register of Historic Places (period of significance 1922–1961), establishing it as a civic landmark and imposing historic preservation constraints on redevelopment. The structure requires substantial remediation across multiple systems. A Phase I Environmental Site Assessment by IWM Consulting Group (dated through April 6, 2026) identified no Recognized Environmental Conditions but noted potential asbestos-containing materials and lead-based paint consistent with the 1922 construction date. A structural assessment by Wiss, Janney, Elstner Associates documented critical facade deterioration (decayed wood trim, missing sealants, displaced brick, holes in building enclosure); roof aging and unsealed penetrations; and interior structural concerns including transverse wall cracks measuring up to 3/16 inches, concrete spalling with exposed corroded rebar, basement wall cracking, and water infiltration—attributed to differential settlement and concentrated loading from parked fire trucks. The assessment recommends facade restoration, roof repairs, temporary structural shoring, concrete repairs, sealant installation, and continued monitoring post-relocation.

The city seeks comprehensive redevelopment proposals addressing site assessment, conceptual design options, feasibility analysis, and recommendations for adaptive reuse or new development aligned with community needs and city objectives. Evaluation criteria include project feasibility, community benefit, financial capability, developer qualifications, experience with similar adaptive reuse projects, technical approach, and alignment with municipal redevelopment goals. Pricing shall be submitted as lump sum or itemized fee. Funding for the selected project is the responsibility of the awarded developer, with potential access to public incentive programs subject to project characteristics and municipal policies. Respondents must comply with applicable city procurement regulations and any applicable prevailing wage or local preference requirements.
