About this opportunity
The Capitol Region Purchasing Council (CRPC), on behalf of its Connecticut member municipalities, seeks bids for the production and supply of Bituminous Class 1 pavement, Bituminous Class 2 pavement, and bituminous lip curbing for the contract period of April 1, 2026 through March 31, 2027, with an optional one-year extension by mutual agreement. Class 1 materials serve as temporary pavement for stage construction with a recommended compacted lift thickness of 2 inches, while Class 2 materials function as temporary pavement with a recommended compacted lift thickness of 1.5 inches; all materials must comply with approved Marshall Mix Standards. Bidders must demonstrate proven experience producing and supplying these materials and provide references from at least three municipalities or public agencies completed within the past five years. All bids must be submitted electronically through the Bonfire online portal (crcog.bonfirehub.com) on an F.O.B. delivery point basis with materials unloaded, with prices remaining fixed throughout the contract term without unilateral surcharges. Evaluation criteria include service and scheduling availability as major factors in the award decision, with each CRPC member making independent awards to the lowest responsible, responsive bidder(s) based on their specific needs. The bid submission deadline is March 17, 2026, with response deadlines and bid opening dates posted on the CRPC's Bonfire portal.
There are no identified set-aside designations or restrictions limiting organizational eligibility; however, bidders are required to indicate their business registration status as a Minority, Women's, or Disadvantaged Business Enterprise in Connecticut as part of the questionnaire submission. Successful bidders must furnish proof of General Liability Insurance with a minimum of $1,000,000 combined single limit per occurrence and $2,000,000 aggregate, Automobile Liability Insurance with minimum $1,000,000 combined single limit per accident, Umbrella Liability coverage of $2,000,000 per occurrence and $4,000,000 aggregate, and statutory Workers' Compensation Insurance in accordance with Connecticut law with employer's liability minimums of $1,000,000. All insurance policies must be written on an occurrence basis by companies authorized in Connecticut with a Best's rating of at least A:VII and must name the Town and Board of Education as additional insureds. Member agencies are exempt from sales, excise, and federal transportation taxes, and bid prices must be exclusive of taxes. Vendors must comply with a 1% administrative fee payable quarterly to the Capitol Region Council of Governments based on total ordered amounts. No incumbent vendors, specific budget ranges, or award values are identified in the contract documents provided.
