About this opportunity

The Capitol Region Purchasing Council (CRPC) is soliciting bids for Stormwater Monitoring Services on behalf of approximately 150 towns, boards of education, and agencies across Connecticut, with a specific focus on Hartford County. The contract will cover municipal stormwater monitoring services from January 1, 2026, through December 31, 2027, with potential for a two-year extension. Bidders must demonstrate at least two years of relevant experience in municipal stormwater monitoring, supported by references from a minimum of four municipalities. The services include sample collection, providing storage containers, laboratory testing of water quality parameters, and submitting monitoring reports in compliance with Connecticut's MS4 General Permit requirements. Contractors must meet or exceed DEEP and EPA regulations, following Title 40, CFR Part 136 testing procedures and Connecticut Reasonable Confidence Protocols. All bids must be submitted electronically through Bonfire by December 18, 2025, with specific watershed areas identified on the Connecticut DEP's Watershed Management Program Map. Bidders are required to provide pricing on a per-discharge-location basis, with all-inclusive costs covering travel, mileage, and related expenses.

The solicitation encourages participation from Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE) in Connecticut. Successful bidders will be subject to a one percent administrative fee on total ordered amounts, payable quarterly to CRCOG. Insurance requirements are stringent, mandating general liability coverage of at least $1,000,000 combined single limit, automobile liability with $1,000,000 combined single limit, and workers' compensation insurance in accordance with state statutes. While specific award values are not explicitly stated, the broad participation of up to 150 municipalities suggests potential significant contract value. Individual municipalities will make separate awards and payments to the lowest responsible bidder(s) based on their specific needs. Contractor performance will be closely monitored, with potential impact on eligibility for future CRPC bids. The procurement allows for flexibility, as each CRPC member will issue its own written order specifying quantity, materials, work schedule, and other project-specific details.
