About this opportunity
The Pennsylvania Department of Transportation (PennDOT) is soliciting bids under IFB 6100066979 for snow and ice removal and deicing at its District 6-0 Office Building in King of Prussia, Pennsylvania, with bids due November 18, 2026 at 11:00 a.m. The solicitation is reserved exclusively for small businesses certified as DGS Small Businesses through the Small Business Contracting Program, and bidders must submit that certification at bid opening. Subcontracting is prohibited.
The scope covers removing accumulated snow and ice and treating walkways, paved parking lots, roads, and a concrete parking garage with deicing material, using calcium chloride on concrete and salt on asphalt. The contractor supplies all labor, materials, and equipment, maintains 24/7 availability, and responds to notifications within one hour. Required equipment includes pickup trucks with plows, a front-end loader, a skid steer, and a 33,000 lb. GVW dump truck, plus a 6.5 horsepower or larger two-stage snowblower under the laborer item. Five hourly pay items carry a two-hour minimum per call-out. Addendum 1, issued November 5, 2026, clarifies that equipment operators, deicing materials, and the snowblower are included in the hourly rates. Apparent low bidders must return the Contractor Information Form and Equipment Inspection Form within three days of notice and pass an equipment demonstration within 10 business days.
The initial term runs February 1, 2027 through January 31, 2028, with three optional one-year renewals at rates not exceeding a 3% annual increase. Award goes to the lowest responsive and responsible bidder. A Domestic Workforce Utilization Certification earns evaluation consideration, with maximum consideration for direct labor performed exclusively in the United States or World Trade Organization Government Procurement Agreement countries. The BOP-2201 Worker Protection and Investment Certification is mandatory, and false certification carries contract termination and three-year ineligibility to bid on state contracts under 62 Pa.C.S. § 531.
A mandatory pre-season meeting occurs in November and a post-season meeting in May. Monthly invoices require a completed Confirmation of Services Form OS-501, and failure to correct deficiencies within 24 hours of notification may result in liquidated damages or termination.
