About this opportunity
The Capitol Region Purchasing Council (CRPC) is soliciting bids for traffic guidelines and pavement marking services across multiple member municipalities in Connecticut, with a specific focus on Hartford County for the contract period of January 1, 2026 through December 31, 2026. The procurement covers a comprehensive range of traffic control and marking services, including painted lines, thermoplastic materials, epoxy resin markings, and pavement marking tape. Specific deliverables include centerlines, skip lines, lane/edge lines, stop bars, arrows, parking stall lines, crosswalks, railroad crossings, stenciling, curb painting, and miscellaneous detailed work such as bicycle path diamonds and sharrows. Bidders must demonstrate experience painting traffic lines on public roads during the past two years and provide references from at least three municipalities. The bid will be evaluated based on qualifications, past performance, compliance with procedural requirements, service availability, and scheduling flexibility. The bid is due by December 11, 2025, with responses to be submitted through the Bonfirehub platform, and all work must adhere to the Manual on Uniform Traffic Control Devices (MUTCD) 2003 edition, Connecticut Department of Transportation Standard Specifications Form 816, and ASTM D4505 standards.
The procurement encourages participation from Minority Business Enterprises, Women's Business Enterprises, and Disadvantaged Business Enterprises registered in Connecticut. Bidders must provide comprehensive insurance coverage, including Commercial General Liability ($1,000,000 each occurrence), Automobile Liability ($1,000,000 each accident), Umbrella Liability ($2,000,000 each occurrence), and Workers' Compensation coverage. A 1% administrative fee will be collected quarterly on total ordered amounts, and contractors must submit detailed quarterly reports to the Capitol Region Council of Governments. While specific budget ranges are not explicitly stated, pricing will be on an F.O.B. delivery basis, with truck-mounted paint applications priced per linear foot and hand-applied markings priced per square foot. Contractors may be required to provide a performance bond equal to 100% of each purchase order value, and they must complete work within 30 days of receiving orders, with liquidated damages of $100 per day assessed for delays. Each CRPC member will make individual awards and payments, and written orders will be required before work commences.
