About this opportunity

The Capitol Region Purchasing Council (CRPC) is seeking bids for asphalt pavement crack sealing services using the hot pour method, with a contract period from October 1, 2025 through September 30, 2026. This procurement is specifically targeted at CRPC member agencies in Hartford County, Connecticut, for projects that do not meet the state prevailing wage threshold. Contractors will be responsible for cleaning and sealing cracks in sheet asphalt and milled road pavements using specialized equipment including air compressors, melting kettles, application wands, and hot air lances. Bidders must provide evidence of experience in similar municipal work, submit manufacturer specification sheets for materials, and offer all-inclusive pricing covering labor, equipment, and materials. Key deliverables include road preparation, traffic control, and maintaining sealed areas for 90 days after completion, with work to be completed within 30 calendar days of receiving an order and potentially starting within 7 calendar days of order receipt. The bid responses are due by September 23, 2025, and vendors must follow ASTM D6690 specifications for asphalt pavement crack sealing. An alternate bid for Cold Applied Mulch Sealing method is also permitted, with required documentation on Organic Cover Material, Mulch Seal Liquid Material, and equipment.

The procurement allows for potential participation by current and future CRPC member agencies, with actual quantities dependent on member participation. Vendors must have specific insurance requirements, including Commercial General Liability ($1M occurrence/$2M aggregate), Automobile Liability ($1M per accident), Umbrella Liability ($2M occurrence/$4M aggregate), and Workers' Compensation with statutory coverage. The CRPC will charge a 1% administrative fee on all contracts awarded, and vendors must report all purchases monthly or quarterly. While no specific budget range is provided, contractors must obtain insurance from companies authorized in Connecticut with a Best's rating of at least A:VII. The solicitation encourages participation from diverse businesses, with the Company Questionnaire template requesting information on minority/disadvantaged business status. Vendors are required to provide five references for similar assignments completed in the past five years, demonstrating their capability to perform the specified crack sealing services. Contractors must list the Town of West Hartford and West Hartford Board of Education as additional insureds on their policies, emphasizing the comprehensive nature of the procurement process.
