About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB) is soliciting bids for excavation, removal, and disposal of approximately 600 cubic yards (900 tons) of tetrachloroethylene (PCE)-impacted soil and approximately 2,600 square feet of concrete from the former One-Hour Martinizing dry-cleaning facility at 153 Pine Street, Traverse City, Michigan (File 761/26293.EBB), with bids due October 28, 2026 at 2:00 p.m. Eastern time. Only bidders who attended the mandatory pre-bid meeting and site tour on October 7, 2026 are eligible to submit proposals as prime contractors.

Service Disabled Veteran Owned Businesses (SDVOBs) certified or eligible under Michigan criteria receive a 10% bid price preference. Eligible SDVOBs must provide DD214 or VA Rating Decision Letter proof of service-connected disability, proof of 51% business ownership by one or more veterans with service-connected disabilities, and appropriate legal ownership documentation; the State accepts National Veterans Business Development Council (NVBDC) certification as alternative verification but does not recognize federal CVE or SBA VetCert certifications.

The scope includes site preparation, concrete demolition and removal (100 tons designated hazardous for Republic Services Wayne Disposal, 325 tons non-hazardous for WM's Glens Sanitary Landfill), soil excavation from 3 to 8 feet depth, soil transportation and disposal at WM's Glens Sanitary Landfill (900 tons), importation and placement of clean backfill (900 tons) to minimum 3-inch depth, compaction testing, fence removal and reinstallation (chain-link, City of Traverse City-owned, priority on west and north sides), traffic control, and site restoration. Mobilization costs may not exceed 4% of the base bid. The contract term extends to May 1, 2027, with liquidated damages of $850 per calendar day for delays beyond substantial completion. A 5% bid guarantee is required; performance and payment bonds are mandatory. Bidders must comply with Michigan Public Act 10 of 2023 prevailing wage requirements, maintain State Project Registration from the Department of Labor and Economic Opportunity, provide proof of experience modification rating, and document at least three comparable projects. Commercial general liability and pollution liability insurance of $1 million per occurrence each and workers' compensation coverage are required. Questions are due October 20, 2026 at 2:00 p.m. Eastern time to project engineer Adam Segerlind at aesegerlind@goslingczubak.com. Addendum No. 1 issued October 22, 2026 clarifies concrete thickness (4 to 6 inches), indemnification obligations, and contractor eligibility for change orders and time extensions under specified subsurface or waste classification conditions.
