About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, is soliciting proposals on behalf of the Department of Natural Resources Parks and Recreation Division for professional architectural and engineering services to upgrade the septic system at the Beach House at Wells State Park in Menominee County, with written questions due November 4, 2026 at 12:00 p.m. Eastern and proposals due November 12, 2026 at 2:00 p.m. Eastern via SIGMA VSS. Bidders must submit a Certification of Michigan Based Business, and the prime professional must hold a Michigan license under the Occupational Code. The solicitation identifies no set-asides.
The scope covers Phase 100 (study), Phase 500 (final design), Phase 600 (construction administration, office), and Phase 700 (construction administration, field). The study must evaluate the existing 1970s septic system, document deficiencies, confirm the drainfield location, and recommend at least two replacement or rehabilitation options or locations. Construction estimates are due at 50%, 90%, and 100% completion. Construction administration assumes bi-monthly progress meetings (one online, one onsite) and onsite inspections every two weeks. Work must coordinate with the Menominee County Health Department, satisfy ADA accessibility standards, and secure approval from MDOC and DTMB, and it must accommodate park operations between May 15 and September 15 annually. The billable rate contract template prohibits the professional from bidding construction work derived from its own design documents.
Compensation is a single bid amount built from billable hourly rates and anticipated hours by phase, structured as a not-to-exceed fee. Sub-consultant fees carry a markup not to exceed 5 percent. Reimbursables are itemized separately, with suggested allowances of $1,000 for LARA plan review, $1,000 for health department permitting, $7,000 for site survey, $10,000 for private utility locating and sewer camera inspection, and $5,000 for perk testing; the proposer identifies any additional reimbursables. Travel beyond 100 miles one-way is reimbursable at State of Michigan rates. No contract value or term is stated.
Evaluation weights the technical proposal at 80 percent and the cost proposal at 20 percent. A contract award recommendation is expected within 30 days after the proposal due date.
Addendum 1, issued October 30, 2026, provides an attendance list of eligible proposers and designates Project Director Jeff Barsch as the point of contact at barschj@michigan.gov. The mandatory walk-through at Wells State Park was scheduled for October 27, 2026 at 1:00 p.m. Eastern and precedes the current window.
