About this opportunity

Michigan's Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, on behalf of the Department of Natural Resources Parks and Recreation Division, is soliciting professional architectural and engineering services for septic system upgrades at the Wells State Park Beach House, with a mandatory walk-through on October 27, 2026 at 1:00 PM Eastern and proposals due November 12, 2026 at 2:00 PM Eastern. Bidders must submit signed Certifications of Michigan Based Business, and the prime professional must be licensed to practice in Michigan.

The scope covers Phase 100 system study, Phase 500 final design and contract documents, and Phase 600 office-based and Phase 700 field-based construction administration. The professional must evaluate the existing 1970s-era septic system, document deficiencies, confirm drainfield location, and develop at least two replacement options for agency consideration. Work must be coordinated around park operations, which typically run May 15 through September 15. Construction administration includes bi-monthly progress meetings (one virtual, one onsite) and on-site inspections approximately every two weeks. Under the DTMB billable rate contract template, the prime professional is ineligible to bid on construction work produced under the contract and may not employ or consult with firms anticipated to be construction bidders unless authorized in writing.

Compensation is a not-to-exceed fee built on billable hourly rates for professional staff, with sub-consultant fees permitted and a mark-up not to exceed 5 percent on reimbursable expenses. Suggested reimbursable allowances are $1,000 for LARA plan review, $1,000 for health department permitting, $7,000 for site survey, $10,000 for private utility locating and sewer camera inspection, and $5,000 for perk testing. Proposals must combine technical and cost components and state a total bid amount for all phases, submitted through SIGMA VSS.

Evaluation weights the technical proposal (Part I) at 80 percent and the cost proposal (Part II) at 20 percent, with selection by an Ad Hoc Advisory Committee. Award recommendation follows within thirty days of the proposal due date. Written questions go by email to Jeff Barsch at barschj@michigan.gov by 12:00 PM Eastern on November 4, 2026. The solicitation applies NIGP codes 92517, 92583, and 92596. The posting lists Macomb County as the jurisdiction, while the project statement places the site at Wells State Park in Menominee County.
