About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, in coordination with the Department of Environment, Great Lakes and Energy (EGLE), is procuring leachate disposal services for the DSC McLouth Steel Gibraltar Plant Superfund Site Countywide Landfill Subarea located at 15701 Vreeland Road, Trenton, Michigan in Wayne County. The scope of work encompasses pumping, transporting off-site, and disposing of approximately 4,660,000 gallons of non-hazardous leachate generated at the closed 168-acre Countywide Landfill, including specialized treatment for per- and polyfluoroalkyl substances (PFAS), along with monthly reporting of leachate volumes and sump levels. The contractor must comply with Michigan Prevailing Wage Rates and maintain comprehensive insurance coverage including Pollution Liability Insurance of at least $1,000,000 per occurrence, Commercial General Liability Insurance of $1,000,000 per occurrence, Worker's Compensation, and Employer's Liability Insurance. Additional contractor responsibilities include waste characterization sampling, obtaining disposal approval, completing EPA Form 8700-22 Uniform Hazardous Waste Manifests, and managing all spill control and cleanup at no additional cost. The pricing structure is a unit price contract with three bid items: Item 1 covering bonds and insurance on a lump sum basis, Item 2 requiring unit pricing per gallon for pumping, transport, and disposal of leachate, and Item 3 requiring unit pricing for monthly project administration and disposal volume reports. A mandatory pre-bid walk-through inspection was held on August 1, 2019, at 10:30 A.M. at the project site, with electronic bids due on August 21, 2019, at 2:00 P.M. through the SIGMA VSS website, with a bid security requirement of five percent of the base bid. The contract term is 365 calendar days from the Notice-to-Proceed, with work restricted to Monday through Sunday, 7:00 A.M. to 7:00 P.M.
The procurement documents do not identify specific set-asides for disadvantaged, minority-owned, women-owned, or small business enterprises, nor do they reference incumbent vendors or current contractors for this service. Successful bidders must utilize treatment facilities regulated by the Great Lakes Water Authority (GLWA) only if treated water is discharged to GLWA and must comply with all federal, state, and local regulations governing transport, treatment, storage, and disposal of landfill leachate, including all permitting requirements and discharge limits, with EGLE staff likely conducting a site visit to the treatment facility prior to waste deliveries. Performance and payment bonds are required for contracts exceeding $50,000, and the contractor must operate within a floodplain environment that receives approximately 10,000 gallons of leachate weekly. The procurement documents do not disclose specific award values or budget ranges for this project.
