About this file
This is Construction Bid Addendum No. 1 issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division for the DSC McLouth Steel Gibraltar Plant Superfund Site Countywide Landfill Subarea Leachate Disposal Services project (File Number 761/19404.SAR). The addendum was issued on August 12, 2019, with a bid opening date of August 21, 2019. A mandatory pre-bid walk-through meeting was held on August 1, 2019, at the site, with an attendance record attached to this addendum. The project involves leachate disposal services for a superfund site landfill, and the addendum incorporates interpretations, clarifications, and modifications to the original bidding documents. Project Director Sadi Rayyan oversaw this procurement.
The addendum addresses seven key questions submitted by bidders regarding treatment facility requirements. Critical clarifications include that successful bidders must utilize treatment facilities regulated by the Great Lakes Water Authority (GLWA) only if treated water is discharged to GLWA, and bidders must comply with all federal, state, and local regulations governing transport, treatment, storage, and disposal of landfill leachate, including all permitting requirements and discharge limits. The addendum confirms that EGLE staff will likely conduct a site visit to the treatment facility prior to waste deliveries. No specific pricing, set-asides, or funding source information is provided in this addendum document.
