About this opportunity
The State of Michigan Department of Technology, Management and Budget is requesting bids for remedial excavation at the NuWay Cleaners Site in Escanaba under Contract 761/19006.SAR, with bids due November 18, 2026, and a mandatory pre-bid conference and site tour on October 21, 2026, at 10:00 a.m. ET. A 10% pricing preference applies to qualified Service Disabled Veteran Owned Businesses (SDVOBs) — defined as 51% or more owned by one or more veterans with service-connected disabilities — who submit required documentation including DD214 or VA Rating Decision Letter and proof of ownership, or alternatively NVBDC certification. The State of Michigan does not pre-certify SDVOBs and does not accept federal CVE or SBA VetCert certifications for this program.
The scope includes wet saw cutting and removal of existing pavement; excavation, transportation, and disposal of approximately 145 tons of PCE-impacted soils classified as hazardous waste; excavation and testing of two or more test pits with potential disposal of impacted soils if encountered; opening, cleaning, and removal or in-place closure of underground storage tanks if encountered; and backfill, compaction, and concrete pavement restoration covering 1,200 square feet. The contract time is 161 calendar days from Notice-to-Proceed or by June 30, 2027, with liquidated damages of $1,200 per calendar day for delays.
A 5% bid guarantee (certified check, money order, or bid bond) and performance and payment bonds are required for contracts exceeding $50,000. Bidders must complete Qualified Disabled Veteran Business Representation certification and Michigan-Based Business Certification for bids over $100,000. Prevailing wage rates apply. Commercial general liability insurance of $1 million per occurrence and workers' compensation insurance are required. The apparent low bidder must submit experience modification rating, project superintendent identification with resume, and three references for similar completed projects. Electronic bids are submitted through the SIGMA VSS website. All bidders must attend the mandatory pre-bid conference.
