About this opportunity

The State of Michigan Department of Technology, Management & Budget (DTMB), on behalf of the Michigan Department of Natural Resources, is soliciting proposals for professional engineering services through a Request for Proposals (RFP) to conduct a Phase 100 Study of the Thread Creek Dam at Holly State Recreation Area in Holly, Michigan. The procurement seeks qualified, Michigan-licensed professional service contractors to evaluate the current condition of the earthen embankment dam (constructed in 1969, refurbished in 1993), which has been designated as unsatisfactory by the Michigan Department of Environment, Great Lakes, and Energy under Part 315 of the Natural Resources and Environmental Protection Act. The scope of work requires comprehensive assessment and documentation including evaluation of dam structural and hydraulic condition, identification of removal or replacement options with associated cost estimates, delivery of a complete study document, maintenance of a project file, minimum three in-person meetings (predesign, 50% review, and 90% review), bi-weekly progress summaries, and a graphic bar chart schedule. Deliverables must address the failed corrugated metal pipe inlet riser that has compromised the 400-foot earthen embankment structure and provide recommendations to remove the Part 315 designation. The mandatory pre-proposal meeting is scheduled for 11:00 a.m. Eastern on Friday, May 1, 2026, at the project site (8100 Grange Hall Road, Holly, Michigan). Written questions must be submitted by Thursday, May 7, 2026, at 2:00 p.m. Eastern Time to Project Director Kurt Maiberger. Proposals must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS) no later than Thursday, May 21, 2026, at 2:00 p.m. Eastern Time, with contract award anticipated in June 2026 and Phase 100 completion targeted for September 2026. Proposals will be evaluated 80% on technical merit and 20% on cost using an Ad Hoc Advisory Committee, with compensation structured on a billable hourly rate basis for staff classifications plus sub-consultant fees (limited to 5% markup) and reimbursable expenses including topographic survey (allowance of $7,500), soil borings and geotechnical review (allowance of $10,000), travel, and permitting costs.

The State requires all respondents to submit a signed Certification of Michigan Based Business and Responsibility Certification form; however, no specific set-aside designations for disadvantaged enterprises are identified in the procurement documents. Prospective contractors must be licensed to practice professional engineering in Michigan and demonstrate successful planning and execution experience on similar projects in compliance with applicable Local, State, and Federal regulations including requirements from the EPA, OSHA, DOT, DCH, EGLE, DNR, and MIOSHA. The prime professional shall serve as the sole point of contact and assign a dedicated Project Manager and Key Personnel who must respond to State inquiries within 24 hours. No incumbent vendor or existing contractor is identified in the solicitation documents. Compensation is provided on a not-to-exceed hourly billing rate basis for direct project services, with rates including all overhead items, fringe benefits, insurance, equipment costs, and profit; specific budget or award value ranges are not disclosed in the procurement documents, though the firm must justify proposed hourly rates with documented historical operating expenses from the eighteen months prior to contract award. The State reserves the right to reject any or all proposals and is not liable for costs incurred prior to contract award and execution.
